The 911 system can fail in several ways. Sometimes landlines fail - sometimes
cellphones fail - sometimes both fail. If 911 calls rollover to the alterante
PSAP or the backup PSAP - that PSAP could rely the calls to Arlington via
471.1625 or 470.7875 or 470.9875 or 483.2875 or 483.3125. If Arlington had some
backup cellphones or some FRS radios - they could maintain comms to the public
via those means.
