Israel - the 5 closest Hatzolah members get alerted for medical
emergencys - 3 minute average response time - 207,000 runs annually -
42,000 life threatening emergencies

Magam David is the nationwide ambulance service in Israel IIRC - but
Hatzolah is the people who actually save lives - something like that -
and there might be a 2nd volunteer EMS organization that has sprung up
in Israel
