Thanks everybody for the explanation of svg in Gimp. That makes sense. Is there any vector based program that does what Gimp does?

Failed - probably because it's intended for 0.85 only. I am running 0.90 of MPL. Has anybody added EMF support to MPL 0.90 successfully?
