Could this be put up on the website somewhere in a easily-found place? Maybe a short sentence and link in the bar on the right under "Other stuff"? Something like "To cite matplotlib in a paper, use <a href='link to wiki page with that citation, preferably in several formats like bibtex'> this reference</a>." or something.
