I have a question on the order priority of the Maui scheduler.  We have
users who submit jobs with dependencies on a previous run using the
option "-W depend=afterany:job#".  Let's say the original job is #2022 
and the next job #2023 uses the -W option.  In the mean time four or
five other jobs are queued.  My users have noticed that if job #2022
completes,  the other queued jobs run first before starting job #2023. 
Even though job #2023 has a lower job id, it looks like Maui runs in the
order of the time it was queued.    Therefore job #2023 gets queued
after job #2027, so it waits until job #2027 completes before it runs. 
Is this the way Maui is supposed to work?  I using Torque 2.1.6 and Maui
3.2.6p19.  Any comments?
