Melissa - When I worked for the Connecticut Historical Society we used Filemaker Pro. I couldn't tell you how much it cost, as it was installed before I got there. We had approximately 30K between two locations, in addition to Outreach programs/year. I know they did have a tech guy come in to costume design it.
