Without more data from your side I can only guess that you are
using the "Reply" button or menu item which will and is supposed
to send a private reply to the poster.
In order to send a public reply, you'll have to use the
"Followup" button or menu item.
Be sure to try both the button and the menu item just in case you
button prefs got mixed up and a wrong arexx command is being
executed - this can't happen with the menu items since those are
hardwired.
