I believe this option only applies to the first time you subscribe
to a newsgroup and not every time you log on. If it did that then you
would see lots of complaints about missing posts. Since an automatic
message limit might just cut off the post you wanted.

  By asking how many you want to receive from  a new group
MD is letting you set a limit so you won't get overwhelmed thousands
of messages when you may not be aware how many posts you will get on
subscribing. After that if you still subscribe to a newsgroup with
heavy traffic then you should either download headers only then log
off delete the ones you don't want, and download the ones you do (only
recommended for binary sites). Alternatively just download the lot,
read the ones you want offline and delete it rest. A lot of people
Well me at least) wouldn't mind if MD had a filter system for News to
automatically delete some of those posts.
