You must be not looking in the right place.  The sound recorder is a standard
part of Windows 98 and I believe has been a  standard part of Windows from way
back.

If it is not there, get out your Windows 98 disk and put it in your CD rom
drive.  Go to control panel and choose "Add/Remove programs".  Click on the
"Windows setup" tab.  Highlight the  "Multimedia" option.  Click on details
and make sure that the box that says "Sound recorder is checked".

The quality of the sound is going to depend very heavily on your sound card.
Since almost all computers come with sound cards that stink, the final results
may not be what anyone would consider "Hi Fi".
