Ok, not a bug, the bug is in my head…

The ApplyGPO pack step applies by default unless you set ApplyGPOPack=NO.

Regardless, most people will forget to set that, so I recommend disabling it.  
I’ve seen it cause quite a number of issues at client sites.  Mostly just 
because it sets things most people wouldn’t think to set and they get 
unexpected behavior, not necessarily back, but unexpected…

The ApplyGPO pack step has had a bug forever, it’s not supposed to apply but it 
does ☺

It basically sets a bunch of local policies that most people don’t normally 
set, so things that weren’t configured are not configured which results in the 
funky behavior some of you are seeing.  So I would recommend disabling that in 
your MDT task sequences.  Again, it’s not supposed to be enabled (variable 
needs to be set), but it always applies.

I’ve disabled that and will see if that fixes the issue.  This may also explain 
the other issues we have had with GPO’s apply that we never set.

We to had that very problem and once I disabled the GPO Pack step it stopped 
happening.

Has anyone seen an issue with a newly imaged machine on SCCM 2012 SP1 where the 
last logged on user name isn’t kept when you log into a machine.  It keeps 
blanking out the username.  This is only happening on our newly imaged Windows 
7 machines on SCCM 2012.  This doesn’t happen on SCCM 2007 imaged machines.

We are using MDT 2012 intergrated into SCCM 2012 as well if that helps.
