In testing recent portmidi changes on Windows, I crashed programs with open MIDI input devices a number of times. In the past, this would almost inevitably require a reboot, but I haven't rebooted once in recent testing. This is a pretty strong indication that Microsoft fixed their serious security hole (any user could crash the host OS). If so, then there is no reason to include the pm_dll.dll, which is only there to make a last-ditch effort to close input ports when a program exits. This would simplify configuration and installation, but I didn't want to be too hasty -- after all, this bug survived for years in WinNT, Win2K, and WinXP. Is it really gone?
