Others have seen this same error and somehow got around it.
Unfortunately I don't think anyone reported back the fix or updated the
wiki, unless it was using the right qemu package (see below). This
error was last reported on Ubuntu 9.10.
I did not try 9.10 but tried 9.04. I found several issues, some of
which I found fixes or were my problems but I still had not got a
successful run. I tried 10.04 at home and was successful (after getting
the right qemu in package qemu-user-static package). I upgraded my work
machine to 10.04 (which was on my to-do list anyway) and it worked fine
there as well.

Yes, a chroot is looking like a more stable and portable solution.
