Looks like BMC# 16197[1] was a duplicate of BMC# 15947[2], which has a fix on it's way into the build (SR# 16375[3])[4]. Here's the relevant comment from the bug assignee[5]: "Yes, this is the "everything locks if qct and qsparql are not at the right versions" bug.
