Yeah this is obviously turning out to be a run-around for you. If we ever get to a point where the base portable-python thing is open source then making an official Windows build and distributing via gnome.org would be a useful goal. However, while there are effectively-closed-source blobs in there that's not really an option. I also haven't looked into other packaging options on Windows to see whether we can use something more vanilla like py2exe or similar.
