The law (AB1662) reads:

"Any city that does not pay booking or processing fees to a county or
any city that contracts with a county for the payment of those fees
shall be ineligible for reimbursement pursuant to this section."

I interpret this to mean 1) reimbursements are for payments to counties
only, and 2) payments that are included under a contract are not
eligible.  So just having a contract for police service doesn't
necessarily exclude you.  The question is, does the contract require the
payment of the fees or have the fees been imposed subsequent to the
contract (ie. triggered by the state law enabling such charges)?  If the
later is the case, it sounds to me like you're eligible. Check the
contract and call the Controller ASAP.
