I am part of a committee that has been formed to review the City of El
Monte's taxicab ordinance.  I would appreciate anyone who can help with
all or any of the following.  If you are not the contact for taxicabs,
please forward this to the appropriate staff member.

1.  Does your city franchise taxicabs?  If so, how are the rates set?
2.  If you do limit the number of companies and/or vehicles (with or
without a franchise), how are the legitimate needs of the community
determined?
3.  How do you effectively enforce on bandit cabs?
4.  What are your insurance requirements?  Do you require uninsured
motorist coverage?
5.  I know that the State has requirements for taxicabs.  But are there
any Federal requirements?

If anyone has a franchise agreement, ordinances or  regulations that
address these or any other concerns regarding taxicabs, please fax or
