The funds you refer to are transferred from the State Highway Account to the Bicycle
Lane Account in the State Transportation funds. These funds are disbursed to local
agnecies submitting applications for grants for bicycle facilities. I could not find
a suitable listing in the state directory I have so suggest you contact your local
Caltrans office.
