Please respond whether those agencies that charge for water and/or sewer are applying 218 requirements to noticing increases. I am getting conflicting opinions from our attorney. I believe that if they are metered service and billed to customers requesting service, than they are not "property related charges" under 218. I would appreciate your experience. Thanks.
