Wow!  Was this a hot topic.  My interpretation of everything I've read is
that top/senior management information should be disclosed if asked, however
for non-management positions it's quite unclear.  There are two separate
schools of thought - anything below top management is private information
vs. the public has the right to know all the details.  The following are the
responses I received on this controversial issue.

On June 30th I posted the following e-mail:

                City of San Marcos top and mid-level management has just
been informed that due to pressure from the press, the City Council has
directed the City Manager to release the specific salaries of top and
mid-level management.  The City had released salary ranges to the press but
the press wasn't happy and wanted specific salaries.

*       Has your agency ever been asked to release specific salary
information?
*       Has your agency released this level of detail pertaining to
salaries?
*       Does your agency believe the release of the information with this
level of detail violates the privacy rights of those involved?
