hi richard
dont despair too much about your discovery of rust in the wheel 
arch/sill area. it is pretty common - in fact there's probably more 
cars with rust here than not!!

fixing it will make this area stronger for jacking rather than weaker.
try to see how far along the sill the rust is before you get to "good" 
metal. if it isnt much you mightnt require replacing the whole of the 
sill but maybe just the first 10cm or so??

if you stop what was causing the rust you will prolong its return - 
when you discovered this hole was there heaps of wet dirt stuck in 
that wheel/guard/sill area?? if so that was probably the main culprit.
