The needle seems to only bounce above the speed the car is doing, eg say
your doing 60 it will just bounce from 60 to around 90 which kinda makes me
think it might be a spring, but i'll have to look at the cable as well.

Oh and its due to the bumpiness of the road, it only happens when going over
rougher kinds of roads.so i guess  it has little to do with the cable?
