Nah it is 1.3 litres: 654cc per rotor for a 13b.
IIRC, they are classed as 2.6litre engines beause they make two power strokes per 720 degrees of rotation, unlike a piston engine which makes one.

I think Suzuki released a rotary powered bike in the 70's without any success also. A 13B is really 2.6 litres because each rotor housing displaces 1.3l. Definitely don't get the fuel mileage of a 1.3 l engine ! The power and torque of most high-po rotaries makes them pretty tiring to drive compaered to the equiv. 4 cyl turbo IMO, which at least has good tractability down low. I think the early RX's are still classics along with the 1600 in their own right though. Must admit the sight of a rotary in a 510 isn't pleasing to my eye, but if it works then hey!
