Chris, As far as cams mods are concerned the wa transport will pass no rear seats but the car will be termed a 2 seater which they will do anyway for a 4 point cage. They'll tell you no cages fullstop but you can apply for one when you send them a letter obtaining an approval in principal before you start. They'll then probably knock back a diagonal support in the cage.A bit of a grey area as they change there minds on a weekly basis on this one.If you own a porsche they seem to pass it.As far as suspension is concerned as long as the springs are captive you shouldn't have any problems as long as its not to low.A 4 point harness is ok as long as you dont use it on the street so you must have a normal seat belt arrangement as well.I would ring the transport dept in weelshpool and get them to send an application form for a modified vehicle which you will need to fill out and present on inspection. Then send them a letter of intention covering the criteria outlined in the application and ask them what areas they want signed off by an engineer.Make sure you tell them that it uses a standard turbo with no boost increase. The problem is that some people have given far to much detail on there mods and they now no all the tricks on the 1600's.I would say that the braking upgrade is a full factory system off a skyline which is what i did on the fj which didnt require a ticket.Brake testing can cost up to $500.The best thing about writing them a letter is that you'll know where you stand. Some people do the process thru engineers but you'll be charged for everything and sometimes they go to far.
