I dont think you can undercool it... not in summer heat here... my stock L20B sits on over 200degF during a hot day with an open thermostat. I think 202F is 100degC... it sounds like the temperature sensor is not working... or the gauge has a gotten a higher resistance now for some reason... I installed my own temperature sensor because of this.
If you cane it in the middle of the day when the sun is directly over head, then lift the bonnet you shouldnt be able to touch the engine or radiator because of it being too hot. Another test you can do is to start it up when it's cold with the radiator cap off and rev it until it heats up to 'operating temperature' if the thermostat opens up you should see coolant flowing in the radiator... then you know it's getting hot enough to open the thermostat up... it depends then whether the thermostat is working... normally they fail by NOT opening up. But even without a thermostat, on a hot day here I dont think you could undercool it.
