The Stanza has the reel reversed so it protrudes into the botoom of the B pillar. I take it the 1600 is not like this.
I had to replace my drivers seat belt for the rego and fitted a new Klippan one, but the bracket which holds the factory one is rivetted to the reel so I couldn't fit it as per the factory and it now protrudes into the cabin space. I need to get some really high tensile bolts and swap them over so I can refit my interior trim. (Strangly enough the new belt has holes in exactly the right spot for the bracket)
Anyway, all this is not much help to you but you may be able to try the stanza belt trickand reverse it so it clears your seat??

thanks thommo but the belts I am trying to fit don't allow the seat to move
back enough. the reel is pretty chunky
It might be OK for my height but anyone else would need to move the seat
backwards!

I bolted mine to an existing hole (strong like the seatbelt bolts).
This does not foul the seat movements, and I've moved mine back further than
normal.
