Recently it was revealed that some Police in NSW had to reach minimum Quotas for fines etc.. per day. I have nothing against the Cops, they probably need the money to operate because the Govt. is too tight. But the motive behind these minor fines you are talking about could be a lot to do with revenue raising rather than a legitimate safety concerns etc.. It costs a lot of money to put an axe-murderer into gaol. You actually EARN money by giving speeding tickets and parking fines. So if you were a Policeman faced with a huge cash shortfall and you were responsible for the budget and had to choose between a Highway Patrol officer or a Detective, your decision may not be entirely based on what is the best way to reduce crime and serve the community.
