0.488" valve lift, using 1.65:1 ratio roller rockers
 
in this case , the engine should not peak power at 4000

I'm pretty much done on ideas about this one, as was said it should go well with bits in it. If it's always been that way I'd look for something not installed correctly when it was built. Brad mentioned timing gear - the composite types certainly are prone to stripping or jumping teeth. The dizzy position in relation to another similar engine is a tell tail sign. Have you done a compression test - something has got to be off with this engine.
