Andrew,

Try pulling out the breather that goes to the bottom
of the boot, there has to be at least one breather to
the atmosphere. 
Blow into it and pressurise the fuel system. Plug it
up and find out where the fumes are coming from.

When you have fixed that make sure that there is no
way that the fumes from the beather can stay in your
boot. I siliconed sealed my breather tube hole, so
nothing can get in.

If you still get fumes buy a roof vent!!
