hi, the ends of the brushes  should be shiny where they are rubbing on the
slip rings.
i`ve come across this problem where only one brush was making contact(shiny)
and the other had a dull,matt finish  to it.

sometimes , to get out of trouble, if the brush(s)  isnt making contact, you
can bend the little  bit of metal over where the  copper wire coming out the
brush is soldered  to it,  to let the brush stick out  a bit more so it will
make contact.(there is a spring behind each brush to keep it in contact with
the sliprings.)
