Mostly. But if there are problems, there are A.) things a "newb with a 20-year resume" ought to be able to investigate on one's own and B.) ways to ask for help without sounding as confrontational as you seem to here. The first place to start should always be looking at the docs; the second should be the code. Your opening question, "Is the book also a Merb app?" is answered pretty clearly in the app's README (where it says "start the bundled copy of Merb") and is even more obvious if you look at the Github commit comments or the structure of the app files. Asking on a list like this isn't wrong, but it's a bit further down the decision tree. If you do have to ask, be polite and clear in what you're asking. "Why should it request X if I can't find that anywhere?" is passive-aggressive, and it's not the right question. You don't want to know 'why?' so much as you want to know how to get the app working.
