The thing is...  If the client wants fast delivery and a site that
works, you're probably better off using Joomla or Drupal or something
else mature and stable.  This is especially true if the client *said*
Joomla by name.  There are no Merb solutions that aren't in infancy,
and the Rails systems just can't compete with the PHP ones for feature
set or back-end sophistication.  Radiant has some merit but it's a
lightweight CMS for geeks, not for business users.  I've seen a couple
of others in Rails but nothing's really close to 1.0.

I wish that were otherwise -- I think it's bizarre that CMS in Ruby is
so undeveloped right now, and it's why I'm working on one.  But mine's
pretty specialized in its focus too; it'll never compete with Joomla.
If you wanted this for your own site I'd say "give Radiant a shot,"
but if you're being paid to deliver quality for someone else, follow
their requirements and the path of least resistance.

Oh.  Joomla does have caching built in.  You just have to turn it on.
And the fact that Joomla is GPL licensed does *not* mean that all
content or customizations have to be open sourced.  It just means that
you can't *distribute* your own version of Joomla without making the
source available.  Content and private changes are not a problem.
