Did anyone read the whole article? The reason for the new law was 
because with their old inspection laws, and most places have tinting 
laws, people only had to get checked out once. After getting their 
passing certificate, they'd go and get darker tint. So it's once again 
because of people with no respect for the law.

Besides, you don't even need dark tint anymore. There's so great new 
heat blocking film that doesn't make the windows look much different at all.
