This is the post I recall:

The vacuum actuator is in front (forward) of the center vents.
In other words it's between the vents and the firewall, making access to it
nearly impossible short of pulling the dash pad. I tried it from both sides,
with the cluster removed and from the glovebox hole. No deal.

I'm open to suggestions (other than my "pencil prop").
