Having no experience with Kalifornia and SVO, I will offer the opinion that it would be fine. Run a tank of Petro or Biodiesel every few fill-ups, just to keep some cold morning flow. Extra glow would not hurt either. Do run a biocide every three months, to keep the bugs down.

I run a bunch of SVO right from the supermarket.  In Washington, in
winter.  Granted it is less than 20% of the tank, but still SVO.   May
need a fuel line heater or tank heater just to help the VO flow easier
if you use a higher %.  As long at the temp is above 60*F, you should
have no great issue.  Summer here I can do 60% with no perceptible
performance degradation.  Summer is short, so that is maybe three or
four tanks, then back to thinner stuff
