Yes, but people saw this problem coming literally miles away.  Would it have 
been reasonable to expect them to prepare ahead, so that they could have given 
help immediately when it was asked for?  Instead, key people were on vacation 
or shopping for shoes and going to musicals.  If the company I worked for saw a 
potential disaster coming they'd want me nearby and on call.  I think it's 
reasonable to expect the same of our government officials.
