Unhook all the of the fuel lines, remove the 3 bolts that hold the thing on, and remove it. Take the little clip thing out that holds the plunger in on the bottom and remove pluger. Clean the whole thing with starting fluid, spraying into all holes etc and clean up the plunger. Put plunger back in and see if it moves in and out free. Put clip back on then reinstall the FD back on the car. Should be better now.
