The 356 did not have an air cooled VW engine, it had an air cooled Porsche engine and there were many more differences than the cam & carbs. Try & buy a set of jugs & pistons for a 356 engine and you'll find that you are in a whole new league when it comes to price. Same goes for the rest of the engine. The two could be swapped and many 356 daily drivers have VW engines in them. I've also seen a couple of 356 engines in VWs.
