Or they damaged the tailgate and don't want to pay the cost of repair or 
replacement. People often back trucks into
things and if the tail gate is down it causes problems.

So, this means that those pickup drivers that replace the metal tailgates
with one of those black plastic flapping-in-the-breeze "PreRunner" baby-gate
things are just pretending to be Baja 1000 course sweepers? I thought so.
