Andrew, If the tank vent is plugged, at highway speed a vacuum will build in the tank because the time-rate of fuel consumption is high.
When you slow down and engine RPM drops, the fuel lift pump cannot overcome the vacuum in the tank and so your engine is starved of fuel. Test: Drive at high speed long enough to cause the condition based on past experience, then pull over and quickly remove the fuel cap.
