Reminds me of the somebody who adopted a special needs teen and got in over their heads. When a county government temporarily got their hands on the kid and institutionalized him/her, they informed the adoptive parents that the institution cost $5k a month, nobody was getting the kid out of there without a very lengthy and expensive court battle, and the parents would have to pay the $5k a month no matter what, or they could just sign away their parental rights and the state would pay the $5k a month.
It wasn't until Gary explained to me that the county government stood to profit financially from this that I figured out why the parents were blackmailed that way.
