A properly running diesel is VERY efficient. With the engine loaded,
most of the fuel is completely burned - CO concentrations (incompletely
burned burned fuel) run well less than 0.5% (suggesting that most of the
fuel is already almost fully consumed) and particulates are quite low as
long as smoke is low. There is a finite amount of energy in the fuel and
MOST of it is being transformed into power when the engine is loaded.
ANY improvement is going to result in a VERY small increase in available
power (and will result in increased NOx emissions) or more efficient
combustion.
I think magnets on the fuel lines have as good a chance of improving
fuel economy and you only pay for the magnets ONCE!
