I spent well over $600.00 trying to solve an "air leak" into my 84 300Dt.  When 
I was just about to put me and the vehicle out of misery I placed a washer 
exactly where you note.

Now the vehicle is among the best in my fleet and has never begun to give me a 
moments challenge.
