OK, I will admit I did lie, I did find one car in my fleet with this
washer missing, I just figured somebody forgot to install it.

I just returned from inspecting over 10 different vehicles with 61x
engines, all of them had a crush washer under the bolt. That, and given
the fact that the epc lists a part number, would say its a safe bet to
assume there is supposed to be one there.
