I vote for the switch -- can you take them out and clean them? If that doesn't do it, it might be one of the plastic slides is broken/jammed. I had a rivet shear on the geared raiser arm that is driven off the motor gear, had to bodge a fix on that if I recall it acted sorta the same. If not the switch you gotta get in there.

Can you squeeze the window from both sides and push up while someone works the switch?
