I found that the idle control valve was not adjusted properly and thus was not letting the engine idle high enough on restart. After adjusting it appears to work better.
I am thinking about designing a new idle control module, one that will supply more than 1000mA and will adapt to the worn idle control valves. I thought it was the idle speed control unit so I replaced with a used one and found no difference.
