Yes the idle control valve is electronically controlled. However if you take
one of the idle control valves off the car and look at the center portion
you will se a plastic cap. Taking an ice pick you can pop this cap off.
Under the cap is what looks like a threaded brass insert. By screwing in a
screw you can move this brass insert in and out. This changes the spring
tension on the actuator, the less spring tension the less current it takes
to drop idle.  By playing with the spring tension I have fixed several cars
with idle problems. Of course the first thing to do is clean everything
using carburetor cleaner before playing with adjustment. 

If you are looking at getting a new idle control valve for $180 it would be
worth your time to play with the adjustment.
