I call BS on that. A bleeding victim can testify as to who assaulted him and how, and they can prosecute based on HIS witness testimony. If your prosecuting authority is elected, bypass the Sheriff's department and file charges with the prosecuting authority. If they drag their feet, let them know they can do their job or you'll start circulating the recall petition next month.
