Now I further understand how the system works:
Insurance company cuts us a check in amount lower than reasonable, but it's
a check made out to me - nice and simple and tempting.

But if I get an estimate from a shop, to counter the ins. co's amount, the
excess amount will not be paid to me, it will be paid directly to the shop
which necessitates that I actually have the work done.

So
the ins. co. is of course taking advantage of folks who wish to be
paid the money and then exercise their right to choose whether or not
to apply it to fixing the car.

Bottom line: Get the car fixed or settle for an unfair amount.
