Looking at the front rotors, the pads don't seem to be engaging much on the outer third or so of the diameter. This is more pronounce on the left than the right. Could this be due to improper or lack of "shims" under the pads?
How about grunge in the guides for the pads? Try taking apart and cleaning things out thoroughly, scraping etc. If the pucks are corroded that could do it too.

Not if the parking brake shoes are embedded into gouges.
