Jim, this is the year of buckle down and break a sweat for him. I can
not see tossing close to $200k at a school for him if he is not going
to put forth the effort.
I am sure that admissions folks are not interested in his ability to
play WoW or have watched all episodes of Stargate. He will need to
show initiative and get some extra-curricular activities to showcase
his talents. Right now his best efforts are doing errands from
SWMBA. That sort of puts a crapper on doing vehicle support functions
to gain access to a car.
Women
Now, summer of 2010 will be time for him to get a real job. Going to
need to put away some cash to afford higher education. Rinse and
repeat for 2011. Lack of participation will no doubt lead to a nice
in state community college.

If that won't fly, how about an alternative? Pick
your repair person, and offer him the services of
Toby in exchange for the labor, you buy the parts.
'Apprentice' LT to him for however long seems right to
both of you, LT is not consulted on this. Mop floors,
wash cars, fetch coffee, pick up dry cleaning (by bus!)
etc., whatever unskilled labor the Indy can use that
can be worked out. Maybe even offer LT the choice of
these two fine alternatives, else enjoy that bus pass
that you bought with your paper route money!
This only works if 'or else' is real, else LT will
just L his T-ly way along. But if it works, perhaps
it provides a little extra motivation to do well in
school?
